In late 2018, Sri Lanka's national carrier, SriLankan Airlines, was summoned before the International Labour Organization (ILO) after failing to comply with a statutory ruling issued by the Ministry of Labour. The case revolved around the airline’s non-payment of Employees Provident Fund (EPF) contributions to its Flight Attendants Union (FAU) — a serious breach that not only drew international scrutiny but also exposed the airline to a financial liability exceeding USD 50 million.
This is not an isolated incident. It reflects a broader challenge many organizations in Sri Lanka and the region face: failure to comply with local labor regulations due to poor internal HR systems, inconsistent record-keeping, and lack of accountability.

In December 2017, the Ministry of Labour issued a final statutory order in favor of the FAU, mandating SriLankan Airlines to pay EPF contributions on overseas meal allowances dating back decades. Despite the binding nature of this ruling, the airline failed to act.
Multiple attempts by the FAU to enforce the ruling were either delayed or obstructed within the Ministry. Letters were sent, meetings were held, and eventually, the ILO accepted the case under Article 24 of its Constitution. The Sri Lankan government was officially asked to show cause at the 334th ILO Governing Body session in Geneva.
Key issues included:
Failure to implement the Ministry’s statutory directive
Inconsistent communication within the Labour Department
Allegations of suppression of facts to mislead the Attorney General
Inadequate documentation and historical EPF tracking

The case has since become a landmark in Sri Lankan labor compliance history, threatening GSP (Generalized System of Preferences) trade benefits with the US and EU, and putting future exports and currency stability at risk.
Gallery HR is designed precisely to help businesses stay ahead of compliance risks. Had SriLankan Airlines deployed a robust, transparent HR system like Gallery HR, the issue could have been prevented or mitigated at multiple checkpoints.
Gallery HR's HR Compliance Module automates all statutory contributions, including EPF, ETF, and surcharges. The system allows employers to:
Set up custom pay element rules (e.g., overseas allowances)
Auto-deduct and report on employer and employee contributions
Generate reports that are audit-ready and time-stamped
Every directive or compliance update can be recorded and linked to payroll, with automated alerts when implementation deadlines are missed. No room for "oversight."
Union reps, finance teams, HR, and legal can all have role-based access to shared dashboards, reducing information silos and dispute risks.
Gallery HR stores complete historical records of pay element classifications and statutory deductions, which would have supported SriLankan Airlines in tracing back liability and negotiating realistic settlements.
The system includes confidential feedback tools that empower employees or union reps to flag compliance concerns early on, without relying on internal politics.
The SriLankan Airlines case was more than a local labor dispute — it became an international incident. Non-compliance, poor documentation, and internal delays can:
Trigger ILO investigations
Endanger GSP benefits from global trade blocs (Learn more about GSP)
Cost companies millions in back-pay, fines, and surcharges
Damage public trust and employee morale
For other airlines, export companies, logistics providers, or government-linked entities, this case is a cautionary tale.

Good governance starts with good systems. Gallery HR isn’t just an HR tool — it’s an infrastructure layer for compliance, accountability, and protection against reputational and financial disaster.
